Current Bullock & Haddow, LLC projects:

  • American Federation of Teachers (2005-ongoing)
    Bullock & Haddow is helping senior officials from the American Federation of Teachers (AFT) and local and state union leaders in Louisiana, Mississippi and Texas navigate the government reconstruction effort in the wake of Hurricane Katrina. B&H is providing strategic and tactical advice to AFT concerning the rebuilding of the public school systems in areas impacted by Hurricane Katrina.
  • Tulane University, New Orleans, Louisiana (2005-ongoing)
    Bullock & Haddow is providing strategic and tactical advice to officials at Tulane University working with Federal, State and local disaster recovery officials in the aftermath of Hurricane Katrina. B&H is assisting Tulane University in identifying FEMA public assistance opportunities for damaged university facilities that are used by the community.
  • New York Academy of Medicine (2004-ongoing)
    Bullock and Haddow is working with four demonstration communities to implement the findings of the study Redefining Readiness: Terrorism Planning through the Eyes of the Public. This work involves designing and organizing all elements of the community in a collaborative problem solving process to address the issues that the community would face from an outbreak of small pox or a dirty bomb incident. B&H is providing technical advice, developing communications strategies and implementation protocols leading toward institutionalizing public participation in all community processes. This work is being supported through a grant from the Kellogg Foundation.
  • Corporation for National and Community Service, Washington, DC (2003-2006)
    Bullock & Haddow in partnership with the Bulow Group and Aguirre International is providing technical assistance, communications and training through a three year cooperative agreement to support the activities of 43 communities and organizations that received grant funds from the Corporation for National and Community service to establish volunteer programs for homeland security. B&H and its partners designed and implemented Project TAHS designed to deliver expert technical assistance and training to Corporation grantees and to provide an information and communications infrastructure to support their activities in homeland security.
  • Global Partnership for Preparedness (2004-2005)
    Bullock & Haddow helped DRI International, the world’s foremost business continuity planning credentialing organization, to establish the Global Partnership for Preparedness (GPP). GPP’s mission is to promote sustained private/public partnerships by advancing business continuity practices and facilitating the effective use of private resources in homeland security and community emergency management. GPP is a non-profit organization that will sponsor a policy center to direct and fund research concerning homeland security and emergency management issues and to promote and document best practices at the community level.
  • The Annie E. Casey Foundation (2003)
    At the request of the Annie E. Casey Foundation, Bullock & Haddow developed a blueprint of activities that foundations could consider funding in support of homeland security efforts. It provided information on current and planned homeland security activities and identified potential opportunities for community based foundations and the disadvantaged neighborhoods and communities they serve to become engaged and not be left out of homeland security efforts especially disadvantaged children and families.
  • Project SAFE (2003)
    Bullock & Haddow participated in designing and conducting The First Annual Conference on “The Community and Homeland Security” on March 27-28, 2003, hosted by the National Council on Crime and Delinquency (NCCD) and the SAFE Project (Securing America’s Future for Everyone) at the San Francisco Foundation in San Francisco, CA. The conference brought local leaders, from several states, responsible for shaping Homeland Security programs and activities in their communities together with representatives from federal, state, local, nonprofit, private, and international organizations working on Homeland Security-related issues. Four principal areas of concern emerged from these discussions, detailed in this report. They include: 1) greater access to resources to fund Homeland Security programs and projects at the community level, 2) greater access to practical information about application, eligibility, recruitment, retention, and other concerns, 3) the need for innovative and effective programming ideas, and 4) the need to focus on diverse and “special needs” populations.
  • Emergency Operations Planning for Madison, Clay and Mitchell Counties, North Carolina (2003)
    Bullock & Haddow worked with emergency management and local government officials in three North Carolina counties to update their Emergency Operations Plans (EOP) to include a terrorism annex. B&H worked with county emergency managers to design, conduct and evaluate weapons of mass destruction (WMD) tabletop and functional exercises to test each county's Emergency Operations Plan.
  • Boone, North Carolina Small Business Economic Support Strategy (2003)
    Bullock & Haddow worked with the Boone Chamber of Commerce to develop an economic support strategy designed to assist businesses in downtown Boone to grow and prosper. The final report presented a series of options for consideration including education and outreach to businesses, marketing opportunities, and some innovative options including creating a non-profit organization, an administrative consortium and a mechanism to engage the part-time retirement community with the business community.
  • Parsons Brinckerhoff Quade & Douglas, Inc/Parsons Infrastructure & Technology Inc. Group (2002)
    Bullock & Haddow was retained to provide expertise on the development of innovative strategies and technologies to expedite the recovery of community and community infrastructure from natural and man-made disasters.
  • Mitchell County, North Carolina Hazard Mitigation Plan (2003)
    Bullock & Haddow researched and authored a “Hazard Mitigation Plan” for Madison County in northwest North Carolina. This plan includes sections on hazard identification, risk assessment, vulnerability analysis, and first responder capability assessment. A Hazard Mitigation Strategy was developed as part of the Plan that included recommendations on first responder training and staffing requirements, equipment requirements and technology needs.
  • Madison County, North Carolina Hazard Mitigation Plan (2003)
    Bullock & Haddow researched and authored a “Hazard Mitigation Plan” for Madison County in northwest North Carolina.   • Clay County, North Carolina Hazard Mitigation Plan (2003)
    Bullock & Haddow are preparing a Hazard Mitigation Plan for Clay County consistent with the planning requirements set by the State of North Carolina Division of Emergency Management (NCDEM) and the current interim criteria for local hazard mitigation plans set by the Federal Emergency Management Agency (FEMA).
  • Boone, North Carolina Terrorism Risk Plan (2002)
    Bullock & Haddow developed a terrorism annex to the Town of Boone “All Hazards Planning and Operations Manual.” This annex included checklists and recommended actions for the community’s first responders, emergency manager and city department heads in the areas of threat assessment, preparation and mitigation, training and practice, coordination, working with law enforcement including Federal law enforcement, incident command structure: transitioning from fire to law enforcement to FBI, and mass casualty management. The annexes also include a bioterrorism response template for increasing the local capacity to deal with bio-terrorism events and hoaxes. It presented recommendations to specific response systems within the community including hospitals, physicians, emergency medical services, and public health agencies.
  • Tulsa, Oklahoma (2002)
    Bullock & Haddow was retained to assist Tulsa to incorporate terrorism prevention and response into its hazards operations planning and mitigation activities. Part of this project included analysis of the process and checklist used to assess the potential vulnerability of their public buildings to terrorist threats. Work included identifying funding to support application of this process to private structures and expanding throughout the County.
  • Concurrent Technologies Corporation (2002)
    Bullock & Haddow was retained by Concurrent Technologies Corporation to assist the company in the design and marketing of new technologies and training for the emergency management community. Their particular area of expertise is in designing virtual exercise scenarios and development of distance learning operations. Activities focused on enhancing capability at the State and local level in activities to support homeland security and response to biological and chemical incidents.
  • The World Bank (2002-2004)
    Bullock & Haddow has worked on several assignments in the European and Central Asia (ECA) region for the World Bank. We were retained to work with the governments of Romania and Turkey to improve their overall emergency management capabilities. In a broader context, we helped the Bank to develop the proto-type methodology for conducting risk assessments, evaluating existing emergency management operations and identifying mitigation opportunities for the 28 countries of the ECA region. The assessment included an evaluation of first responders’ capabilities, training and exercise requirements and equipment and technology capacities in each country.
  • Environmental Alliance for Senior Involvement (EASI) (2002)
    Bullock & Haddow worked with EASI to develop a homeland security program as part of the Bush Administration’s Citizen Corps initiative. This program utilized retired professionals to assist their communities to undertake risk assessments and identify priority projects to prepare for and mitigate the possible impacts of a terrorist event. In designing this program, we developed an operations plan that includes a series of checklists for the senior volunteers to use in determining vulnerability and identified volunteer training and exercise requirements. In addition, we plan to conduct Certified Emergency Response Training (CERT) to provide community support for first responders.
  • Excellence in Government Awards (Ongoing)
    Ms. Bullock currently serves as an evaluator for the Excellence in Government awards given by the John F. Kennedy School of Government at Harvard University. These annual grants are given to programs that exemplify the best practices in government.
  • Federal Emergency Management Agency (FEMA) (2002-2003)
    Bullock & Haddow, in support of Greg L. Shaw, developed a Hazard Risk Management Course for FEMA’s Higher Education Program. The course will be designed for use in undergraduate curriculums in the over 80 junior colleges, colleges and universities around the country that offer degrees in emergency management.
