Bullock & Haddow LLC, was created in November 2001, as a resource for communities, organizations, businesses and States to turn to for practical assistance in mitigating, planning for, and recovering from the impacts of all forms of emergencies and disasters. Bullock & Haddow, LLC offers communities the following services and capabilities:

  • Risk assessment
Risk assessment forms the basis for sound community mitigation, response, and recovery planning. Bullock and Haddow can assist communities in two aspects of risk assessment – identification of vulnerabilities and estimation of probabilities of occurrence and expected loss.
  • Mitigation planning and evaluation
By taking the right steps in advance to mitigate the risk and adverse effects of disasters, communities can greatly reduce the harm they cause. Expert mitigation planning and evaluation are required to accomplish this with today’s limited resources. Bullock and Haddow can provide communities practical assistance in identifying the mitigation strategies that will best work for them and in developing successful implementation approaches.
  • Response planning and evaluation
How well a community responds to emergencies and disasters that befall it is a principal determinant of the ultimate harm they cause. Lack of response, or improper response, can actually magnify a disaster’s adverse impact on a community. The key to effective response is thorough, careful response planning and evaluation. Bullock and Haddow can review a community’s existing response plans and help the community strengthen them. Bullock and Haddow can also assist a community in critically assessing the effectiveness of its response to actual disasters and emergencies.
  • Recovery planning and evaluation
Recovering from a disaster can be the most daunting challenge that a community ever faces, but it can also provide an opportunity. Recovery can be made easier if the community has in place an effective plan. Such a plan can help the community to mobilize its resources in support of recovery more quickly and can help restore confidence and optimism within the community. Bullock and Haddow can assist communities to improve existing recovery plans or to create them where they do not already exist. Bullock and Haddow can also critically examine past recovery efforts to identify best practices and lessons learned.
  • Economic development planning and marketing
Disasters can take many forms, from a hurricane to a hazardous materials spill or to the closing of a major industry resulting in the loss of jobs and revenue. With the current changing economic environment and the increasing impacts of trade globalization, communities need to have a diversified and flexible approach to protect their economic stability. Bullock and Haddow can work with communities to develop economic development strategies that reflect the new realities of the economy and recognize the resources and culture of the community. Bullock and Haddow can assist in developing and implementing marketing plans that will provide opportunities to promote greater economic vitality.
  • Crisis communications strategies and training
Responding effectively to a disaster requires reliable crisis communication throughout the affected community. Bullock and Haddow can help communities lay a foundation for reliable crisis communication through establishment of community emergency networks and other communication strategies and infrastructures. Bullock and Haddow can also train community members in crisis communication.
  • Public/private partnership building
Communities must bring to bear both public and private resources to deal effectively with emergencies and disasters. Bullock and Haddow can assist communities to forge the public/private partnerships needed for effective disaster mitigation, response, and recovery.
  • Community education and consensus processes
Educating the members of a community about disasters – what risks the community faces, can be done to mitigate these risks, what they need to do if a disaster occurs, and the recovery resources available to them -- can be one of the most effective tools available to a community for dealing with disasters. Bullock and Haddow can help communities design and implement disaster and emergency-related public education initiatives.

Disasters create stress within a community and with stress often comes contention, both among members of the community and between the community and other jurisdictions with which it must interact. Bullock and Haddow can help a community deal with these problems through facilitated consensus-building and conflict resolution processes.
  • Government relations and representation.
A community’s success in dealing with emergencies and disasters hinges greatly on recognizing and exploiting resources made available by Federal and State government programs. Bullock and Haddow offers communities both in-depth knowledge of assistance available to them and aid in navigating through the bureaucratic maze to secure such assistance. In the new climate of vulnerability, the economic vitality of communities and organizations will depend on their capability to assess, protect and mitigate the risks to their people and their assets.
