  • Summary of Professional Experience:
    Over 25 years of private and public sector experience culminating in responsibility for the daily management and operations of the Federal Emergency Management Agency (FEMA), the Federal Agency, responsible for disaster prevention, response and recovery. In the course of my career, I directed the restructuring and streamlining of the Agency, set policy and programmatic direction for the Nation’s emergency management systems, with special emphasis on institutional change, communications, seismic safety, floodplain management programs and improved customer services to State and local constituents,. As Chief of Staff, I administered FEMA’s 2.5 billion dollar disaster relief fund and provided management oversight for the response and recovery of over 300 major disasters, including the Northridge, CA earthquake, Midwest Floods, Oklahoma City Bombing and Hurricanes Fran and Floyd. I lead a major overhaul of the public assistance disaster recovery program to streamline delivery to State and local constituencies. I had oversight responsibility for developing Agency policies and programs in terrorism and represented the Director in TOPOFF, the first major Federal exercise of emergency management response to a terrorist event. Internationally, I directed the Agency’s contract with Argentina to develop a civilian emergency management system and in projects throughout Latin America to improve emergency response and recovery operations in the aftermath of Hurricane Mitch.

    Washington, DC – Partner in a disaster management and mitigation planning and consulting firm. Current projects include serving as the training and technical assistance provider on disaster management/homeland security issues to the over 200 grantees of the Corporation for National and Community Service; working with the New York Academy of Medicine to design and organizing all elements of the community in a collaborative problem solving process to address the issues that the community would face from an outbreak of small pox or a dirty bomb incident; developing risk recovery and economic marketing plans for numerous counties in North Carolina; evaluating the emergency management plans and operations for multiple counties; and assisting the City of Tulsa, Oklahoma, to incorporate terrorism planning and mitigation actions into the city’s all-hazards emergency management plan and operations. In addition, we are advising DRII International in the development of a strategic plan to design and establish an international foundation and policy center to study disaster management and business continuity issues. We completed an analysis of current Federal, State and local homeland security programs and their impact on activities for the Annie E. Casey Foundation. We provide technical assistance on disaster management issues to several architecture and engineering firms, including Parsons and Parsons Brinkerhoff.

    I teach two graduate level courses entitled “Disaster Mitigation Planning and Implementation” and Public Communications in Disasters to Masters and Doctoral students. I am co-author of a disaster management textbook published in May 2003 entitled Introduction to Emergency Management. This textbook is designed to provide readers with a working knowledge of the current state of the art in disaster management focusing on strategies, applications and key players in the United States and around the world. A companion book, A Primer on Homeland Security, was published in April 2004 and we are currently developing a series of homeland security texts.

    I was on a one year sabbatical assignment from FEMA, working with Duke University on issues concerning the impacts of global warming on disasters and the economics of mitigation. I began working on a book discussing disaster management in the 21st Century which is scheduled to be published in 2002.

    In this position, I served as principal advisor to the Director on all Agency programmatic and administrative activities, provide advice and recommendations to the Director on policies required to carry out the mission of the agency, managed the day-to-day operations of the Agency, directed and evaluated Agency strategic processes, and provided oversight to the administration of the Agency’s resources, including the disaster relief fund. During this time frame, the Agency responded to over 300 major disasters. I represented and spoke for the Director and the Administration with Congress, State and local governments, foreign officials, constituent groups and the media.

    I was chief architect of FEMA’s new initiative, Project Impact: Building Disaster Resistant Communities, a nationwide effort by communities and businesses to implement prevention and risk reduction programs. I led development of programs to enhance fiscal integrity of the National Flood Insurance Fund and the National Disaster Relief Fund including provision for all hazards insurance on public buildings. I managed the streamlining of the public assistance disaster recovery program. I was principal on a project to create National Disaster Response system for Argentina and in eight Central American countries.

    In this position, I planned, directed and executed the reorganization and streamlining of the Agency. I was the Director's primary policy advisor, including recommending short-range and long-range goals as part of FEMA’s strategic planning. This process resulted in a realignment of resources which enhanced the Agency’s response operations and gave priority to flood plain management, seismic safety and other programs to mitigate natural hazards. I directed successful reorganization of the Agency within a six-month time frame, including union and Congressional endorsement and implementing a process to integrate management and financial planning in the Agency. I played a key role in drafting and obtaining passage of the Hazard Relocation and Assistance Act that provided the most significant increase in post-disaster mitigation funding since 1985.

    Position: Assistant Associate Director, Office of Public Affairs

    In this position, I served as an advisor to the Director on all public information and public affairs issues and activities, served as the primary spokesperson for the Agency provided advice and recommendations to the Director on public information and public affairs issues, designed and executed public information strategies to support the Agency's revised mission and programs, particularly in disaster response and recovery.

    I was the Agency’s spokesperson to National and local media, representing the Agency in television, radio and print media interviews and I initiated the first, proactive outreach effort to educate National media markets on FEMA’s programs.

    Position: NEHRP Program Officer

    I served as the Chief of the National Earthquake Hazards Reduction Program (NEHRP) Lead Agency. In this position, I directed the strategic planning , integration and implementation of the seismic research and safety activities of the four principal agencies (FEMA, U.S. Geological Survey, National Science Foundation, and National Institute of Standards and Technology), of the U.S. government. I managed the development and implementation of NEHRP legislative strategy and facilitation of seismic safety programs at the State and local level and within the private sector. I successfully implemented several National public education and awareness campaigns promoting seismic safety. I was principal advisor to the independent NEHRP Advisory Committee and served as an advisor to NEHRP research centers and consortia. I also chaired a Federal/private sector task force on the need for a national earthquake insurance program.
  • Other Positions with FEMA:
    Program Analyst with the Office of Floodplain Management responsible for designing and implementing special projects, awareness and education programs on issues in floodplain management for architects and building officials. Worked with Children’s Television Network, Sesame Street characters to create a series of children’s education kits on natural hazards and companion Sesame Street programming. Served as Executive Officer for the Office of Natural and Technological Hazards.
  • POSITIONS HELD WITH THE PRIVATE SECTOR INCLUDED:
    Project leader with a major engineering firm evaluating State and local wastewater treatment plant needs, and local floodplain management planning and mapping, Project specialist working under contract to the Department of Housing and Urban Development to evaluate the effectiveness of new town planning programs and project specialist at the RAND Corporation.

    • Co-author of a nationwide series of State by State books on risk identification and building in hazardous areas entitled “Living with…” published by Duke University Press. My contributions were in hurricane preparedness and seismic safety.
    • Author/co-author on numerous articles on reinvention of government, disaster prevention, seismic safety and insurance.
    • Testified before Congressional Committees on behalf of various Agency and Administration initiatives.
    • Continue to provide disaster related commentary to numerous national media outlets including CNN, Fox News and National Public Radio.

Current projects include: Managing the Global Partnership for Preparedness (GPP) Project Center, responsible for the development of a strategic plan to design and establish a Project Center to study disaster management and business continuity issues for DRI International; Providing training and technical assistance on homeland security issues to grantees to the Corporation for National and Community Service; and, Designing and implementing a Fire Safety and Prevention Program for Madison County, NC funded by the Federal Emergency Management Agency (FEMA) fire grant. Prepared an evaluation of current Federal, State and local homeland security programs and activities for the Annie E. Casey Foundation. Participated in designing and conducting The First Annual Conference on “The Community and Homeland Security” on March 27-28, 2003, hosted by the National Council on Crime and Delinquency (NCCD) and the SAFE Project (Securing America’s Future for Everyone) at the San Francisco Foundation in San Francisco, CA. The conference brought local leaders, from several states, responsible for shaping Homeland Security programs and activities in their communities together with representatives from federal, state, local, nonprofit, private, and international organizations working on Homeland Security-related issues.
    Prepared Hazard Mitigation Plans for Madison, Mitchell and Clay Counties in North Carolina that have been certified by the North Carolina Department of Emergency Management. Designed and conducted weapons of mass destruction tabletop and functional exercises in these three North Carolina counties.

    Washington, DC – Conducted an assessment of the disaster management and mitigation capabilities and capacities in the Ministry of Ecology and Emergency Situations in the government of the Kyrgyz Republic. This evaluation included a 10-day visit to the Kyrgyz Republic and a series of extensive interviews with national, regional and local government officials and non-governmental officials involved in disaster management and mitigation. Evaluated existing disaster management legislation and developed recommendations concerning steps to increase the capacity and capabilities of the Ministry in managing and mitigating disasters including the design and equipping of a national emergency operations center.

    Washington, DC – Working with World Bank officials in the Eastern Europe and Central Asia (ECA) region to develop a disaster management strategy for the region. Have worked with in–country consultants to develop Country Risk Profiles for 26 of the 28 countries in the ECA region that provide information on earthquake, flood and landslide risk in each country, summarize the current status of emergency management institutional capabilities in each country, identify critical disaster management issues in each country and present recommendations concerning upgrading emergency and disaster management institutional capacities and capabilities and the development of a comprehensive risk assessment infrastructure. A final strategy report entitled “Preventable Losses: Saving Live and Property through Hazard Risk Management” was published by The World Bank in October 2004.

In the aftermath of the February 2001 Gujarat earthquake in India, worked with James Lee Witt Associates LLC and the American India Foundation to conduct a one-week visit to India to evaluate existing governmental and non-governmental emergency management and mitigation plans and operations in India. Participated in a roundtable discussion in the City of Bhuj with District and Local Government Officials and representatives from various NGOs active in the earthquake stricken area. Met numerous officials from the National government including the Home Minster, the Agriculture Minister, the Chief Secretary of the Govt. of India and Secretary of the Govt. of India for Reconstruction Management & Monitoring as well as representatives from several international NGO’s including the Red Cross and the UN Development Programme.

Work on the St. Bernard Parish Hazardous Materials Transportation and Storage Study was cited as a landmark document by the Materials Transportation Bureau of the U.S. Department of Transportation and was distributed to other localities throughout the nation as a prototype study. Served as project manager for the Metairie Railroad/Highway Traffic Flow and Access Study funded by the Federal Highway Administration and the Louisiana Department of Transportation and Development that received the 1989 Outstanding Planning Award of the Louisiana Chapter of the American Planning Association.
